In 1934, according to the order of Folk Commissar of health Protection of Ukraine, the medical stationary institute was founded in Vinnytsya, which was later named after prominent scientist and surgeon M. I. Pirogov.
During the first two years in the institute there were problems with teaching staff because of the absence of the skilled scientific personnel. Later the institute invited a professor of biochemistry V. S. Kravchenko, a professor of physiology I. A. Sivortsov-Zaginiaev and a professor of therapy B. S. Shkliar from the Kiev Medical Institute.
The department was based in a regional hospital named after M. I. Pirogov. The head of the department was professor Boris Solomonovich Shkliar. Those were formative years and simultaneously a period of creative activity of the departments.
After the liberation of Vinnytsia from fascist’s occupation, the department was headed by B. S. Shkliar, and Soloviov V. A. became his assistant. Assistant professor Soloviov V. A. was the pupil of Moscow School of Therapeutics, one of S. P. Obrastsova’s students. He was a brilliant and gifted scientist. In 1950 professor B. S. Shkliar was appointed as a head of the department of faculty therapy, and assistant professor M. O. Auchev headed the chair of internal illnesses. In that time at a railway hospital worked such famous doctors as A. G. Pechterev, R. I. Boidic, M. G. Kazakov, V. K. Veduta.
From 1954 years a chair was led by assistant professor Mikhail Efimovich Milimovka. Before the work in this chair at Vinnytsya, he worked in Odessa. In the years of war he was a front doctor and recipient of an award with many medals. He was demobilized from the army as a major of medical service.
The department continues to be based in the railway hospital. Ivan Andreevich Rubachuk became a head of the chair, he was one of the first graduating students of the Vinnytsya Medical College who attained the professorial rank. For a long time he was one of the main therapists of the Vynnytsia region.
Duties of the head of the chair for a short time were carried out by assistant professor M. G. Kazakov. In October 1981 Mikhael Borisovich Shkliar became the head of the chair.
In 1969 M. B. Shkliar defended dissertation to the degree of doctor of medicine “State of Blood Circulation during Arterial Hypotension of Different Genesis”. In 1971, under the guidance of M. B. Shkliar, the textbook “Diagnostician of Internal Diseases” was reprinted. Thanks to him, this textbook was considerably expanded, with the row of new sections being written.
During that time the problems of cardiology were being solved. Clinical trials of new medical preparations of verapamil, nifedipin were passed. Efficiency of rehabilitation measures was studied at ischemic heart disease. The chair research work was conducted on the study of the influence of high-voltage current on the work of cardio-vascular system.
At the end of 1993 Michael Borisovich Shkliar drove out of Vinnytsia, and in 1994 professor Mostovoy Y. M. was appointed as the head of the department.
The chair of the propedeutics of internal medicine is located on the base of city clinical hospital No. 1. A hospital serves nearly 75,000 citizens. The employees of the chair perform consultative and medical work in the following separations of hospital:
- Therapeutic separation. In the separation is performed consultation of patients according to the graph by professor Mostovoy Y. M. (each Thursday), assistant professor Tomashkevich G. I. (seriously sick patients), treatment of patients in chambers are conducted by assistants of the chair: assistant professor Stepanyuk A. G., Slepchenko N. S., Pentyuk N. O., Kushniruk N. V.
- Cardiological separation. The separation is conducted according to the graph of consultation of patients by professor Mostovoy Y. M. (Tuesday, Wednesday) in the block of intensive therapy (patients with heart attacks) and patients with the severe flow of disease. The separation consultative work is conducted by Soleiko L. P. and Otkalenco O. K. Treatment of patients in chambers is conducted by an assistant professor Rasputina L. V.
- Pulmonological separation. Consultation of patients is performed according to the graph by professor Mostovoy Y. M. (Monday, Friday). Also, consultation of patients is performed by an assistant professor Konstantinovich T. V. In the chambers patients are treated by assistants of the chair: Demchuk A. V., Tkachenco T. V., Ovcharuk M. A., Viltsanyuk O. O.
Once in a month (each 3rd Wednesday of the month) the employees of the department hold sessions of Vinnytsia City Therapeutics Society. At meetings for a year the therapeutics of the city get modern information about the methods of diagnostics and treatment of patients with different diseases. Lectures are represented by leading professors and scientists of Ukraine, employees of the department, doctors of the hospital.
Once in a month a pathology-anatomic conference and clinical consideration of hard cases of diseases is held.
Once in a week in every therapeutic separation abstract conferences are held where the modern information about new ways of the inspection and treatment of patients are performed.
If necessary, the employees of the department conduct consultative work of out-patients and also patients in other medical establishments of the city.
