In May 1930, a medical institute, a branch of the All-Ukrainian Institute of Correspondence Medical Education (AICME), opened in Vinnytsia: 36 students began their studies. The initiator and organizer of the correspondence institute was the chief physician of the regional hospital, a famous scientist, surgeon and teacher M. M. Bolyarsky. In 1932 the correspondence institute was reorganized into an evening production institute with treatment-and-prophylactic and pediatric faculties. 120 students were admitted to two faculties. Practical and laboratory classes were held on the basis of the Pharmaceutical Institute which existed in Vinnytsia from 1921 to 1936.
On September 17, 1934, an important event took place in the life of Vinnytsia — by order of the People’s Commissar of Health of Ukraine, a stationary medical institute was established on the basis of the Pharmaceutical Institute. Doctor of Smolyan Oleksandra Pylypivna was appointed director of the institute. The first set was conducted at the treatment and prevention (170 people) and pharmaceutical (195 people) faculties.
During the first two years, the institute felt an urgent need for qualified teaching staff. Later, professors and teachers from Kyiv, Kharkiv, and Odessa medical institutes were invited. New departments have been opening since then. In 1935, a course of military health training was created, which was attended only by male students.
On May 17, 1936, by order of the SNC of the USSR, the Department of Military Sanitary Training was organized. The first head of the department was a military doctor Goldstein S. P. Two disciplines were taught at the department: special-sanitary tactics in the 4th year, and military-general tactics in the 2nd year. The first composition of the military-sanitary department was as follows: head — military doctor Goldstein S. P., military doctor Vasilchikov V. P., military doctor Zuckerman N. P.
In 1939 the department was headed by military doctor Vasilchikov V. P. The Great Patriotic War interrupted the training of future doctors. In 1941 an early graduation of doctors was carried out. Most students, including 150 graduates with their teachers, defended the Motherland. Many of them died on the battlefields. An obelisk of Glory was erected in their honor on the territory of the Medical University.
On the basis of the order of the regional health department dated March 24, 1944, work began on the restoration of the educational building and training of the Vinnytsia State Medical Institute. On April 5, 1944, 472 students began their studies.
The Department of Military Sanitary and Physical Training was opened by the order of the head of the city health department and the Order of the director of the medical institute. The head of the department was entrusted to the acting captain M. I. Kyrychenko. The morphological corpus was completely destroyed during the war. Most departments functioned in adapted premises and clubs. The Department of Military Sanitary and Physical Training was located in a two-story building on Lenina Street (now Soborna Street).
The following disciplines were taught at the department: sanitary training; general tactics; sanitary and chemical protection and pathology and therapy of toxic substances; callisthenics.
On August 9, 1944, by order of VKKSH No. 1292, the department was headed by Colonel Speransky Fedor Khrystoforovych — a participant of the Great Patriotic War who held the position of commander of the medical battalion, was an army staff officer, chief of evacuation, for which he was awarded many medals and orders.
Classes on general tactics and physical training were conducted on 1, 2, and 3 years, special disciplines (sanitary tactics) were studied on 4, 5 years.
In 1945, the following positions were introduced at the department: head of the educational part and associate professor of the department. The first head of the training unit was Captain Mykola Vasyliovych Basov, and Colonel Borys Vasyliovych Shcherbo held the position of associate professor. In the same year, the department was renamed the Department of Military Medical and Physical Training.
In 1946, Colonel Mykhailo Kostiantynovych Minin was appointed head of the training unit. In 1947, the course of sanitary tactics was renamed the course of organization and tactics of the medical service (OTMS), and the course of general tactics — the course of general military training (GMT).
By the order of the Ministry of Higher and Secondary Special Education of the USSR and the Chairman of the All-Union Committee for Physical Culture and Sports No. 1690 / C74 of November 18, 1947, a separate department of physical education and sports was organized on May 20, 1948. In this regard, the department received a new name — the Department of Military Medical Training. In the same year, Colonel MK Minin was sent to the Commander of the Prykarpattia District. and Colonel Anton Pavlovich Kashtanov was appointed head of the training unit.
In 1947, by order of the rector, classes on military medical training were held at the institute among the teaching staff with a test. The staff of the department takes an active part in the construction of the morphological building of the institute. Each of the employees of the institute worked for 40 hours on the reconstruction of the premises of the morphological building, including the drama theater named after Sadovsky, park of culture and rest and other constructions of the city. Teachers of the department took an active part in the social and socio-political life of the institute. Colonel Speransky F. Kh. and Colonel Kashtanov A. P. were members of the Academic Council of the Institute, Lieutenant-Colonel Nikolko O. F. on a voluntary basis — the head of the sanitary team of the institute. During 1947-1949, teachers of the department constantly went to the district centers of the region for talks, classes and lectures on military and patriotic issues.
In 1949, by order of the Minister of Defense, graduates of medical institutes were awarded the primary military rank of “junior lieutenant of the reserve”. Various rooms and platforms were used for general military training. Combat exercises were held on Kozytskoho Street, and shootings from regular weapons took place in the shooting ranges of military units.
In 1951, for the first time, a training meeting was held in the army with male students who underwent military medical training. Until 1954, training meetings were held with 2nd and 4th year students, and since 1954 — only with 5th year students. Training meetings were held in the cities of Zhytomyr, Volodymyr-Volynskyi, Novohrad-Volynskyi, Starokonstantyniv, Chernivtsi, Ivano-Frankivsk, Slavuta, Izyaslav, Tulchyn, and Khmelnytsky.
In 1952, 34 students were sent to study at the Kharkiv Military Medical Faculty at the Kharkiv Medical Institute; the same number of students was sent in 1953. From 1954 to 1957, the accepted students were trained at the Saratov Military Medical Faculty of the Saratov Medical Institute.
Due to his state of health, in 1954, by order of the Commander of the PrykVO, the head of the department, Colonel F. H. Speransky was dismissed, and Colonel Borys Vasyliovych Shcherbo was appointed in his place. In the same year, Colonel A. P. Kashtanov left the position of the head of the educational unit, and Colonel Shulga Yakiv Ivanovych held this position until 1958.
In connection with the retirement of Colonel B. V. Shcherbo in 1955, Colonel Dmitry Semenovich Volkov was appointed Chief of Military Medical Training. In the same year, a commission chaired by hospital officials, heads of military medical departments of Ukrainian universities and officers of the PrykVO medical service was appointed to take military medical training examinations by order of the Commander of the PrykVO.
A major event in the life of the department was the move to a new building in 1958 on the third floor of the morphological building. At the same time, the department was headed by Colonel Volodymyr Mykolayovych Berezkin, and Colonel Igor Yakovlevich Metelsky was appointed head of the training unit. After graduating from the institute, graduates are awarded the rank of “reserve medical lieutenant” instead of the rank of “junior lieutenant of the reserve medical service”.
In 1961, the department was headed by Colonel Konstantin Ivanovich Goroshchennya, and Colonel Oleksandr Oleksandrovych Dubonis was appointed to replace Colonel Serhiy Dmytrovych Demidov who held the position of the head of the educational unit in 1960-1961.
Under their leadership, thematic stands were restored at the department, schemes and posters were completely redesigned. In two classrooms there are tables with models of the area for tactical exercises on combat operations. In the basement there is a medical point of the regiment, a workshop for repair of medical property and equipment of training rooms. The department received 2 cars from the PrykVO automobile service – a GAZ 66 truck and an ambulance bus.
In 1972, Colonel Goroshchennya K. I. was dismissed from the Armed Forces and was appointed head of the educational part of the institute. The department was headed by Colonel Yuriy Alexandrovich Kupriyanov who in 1975 was transferred to the Leningrad Military Medical Academy named after S. M. Kirov to the department of OTMS. Instead, Colonel V. M. Volkov who previously held the position of the head of the educational unit was appointed the head of the department, and Colonel Vasyl Semenovych Marchak was appointed the head of the educational unit.
In 1975, the department was renamed to the “Military Department”.
Since 1965, every year the officers of the department, as well as teachers from related departments, have undergone internships and training at the Military Medical Academy in Leningrad, TsOLIUV in Moscow, in the internship of PrykVO in Lviv.
In 1983, the educational part of the department was headed by Colonel Valentin Petrovich Buryachenko who had previously held the position of head of the military hospital. In 1986, Colonel Vladislav Petrovich Balynets was transferred from the military hospital to the position of the head of the military department. Colonel Volkov V. M. after retiring due to retirement age held the position of director of the museum of the medical institute. Colonel V. P. Balynets made significant efforts to improve the appearance of the department, its material base, equipping it with sanitary equipment.
In 1989, the training unit was headed by Colonel I. M. Kovalchuk who previously held the position of Chief of the Military Hospital, an international officer, he was the head of the military hospital in Afghanistan in Shindan from 1986-1988, awarded military orders and medals. After leaving the Armed Forces in 1992, he headed the internship department of the Medical University.
Colonel Mykhailo Zakharovych Shtefanets became the head of the department in 1980, and Colonel Viktor Pavlovych Tsymbalyuk became the head of the educational unit. Since 1992, Colonel Volodymyr Zakharovych Bebko has been appointed Head of the Department, and since 1996 he has been the Head of the Department of Extreme and Military Medicine.
Training meetings with 5th year students began to be held at the university. After the proclamation of Ukraine’s independence, in January 1992 the officers of the department took a military oath of allegiance to the people of Ukraine. At the end of the training meeting, students annually take an oath of allegiance to the people of Ukraine.
In 1994, the department was renamed to the Department of Military Training.
Since 1997, officers and teachers of the department, in addition to classes with students of the Medical University, teach students the department of assistant military doctors, which is deployed on the basis of Vinnytsia Medical College named after D.K. Zabolotniy.
Since 2000, the head of the educational part of the department has been an associate professor, candidate of medical sciences, colonel of the medical service Matviychuk Mykola Vasyliovych.
